NI vigumu kuamini! Edward Mordrake ni Mwingereza mashuhuri wa karne ya 19 ambaye alijinyakulia tuzo za Nobel. Mordrake aliyetokea kwenye ukoo mashuhuri na wenye hadhi kubwa nchini humo, alitambulishwa zaidi kwa sura zake mbili, moja ikiwa kwenye uso wake wa kawaida na nyingine nyuma ya uso (kwenye kisogo).
Cha kushangaza zaidi inasemekana kuwa sura yake ya kisogoni haikuweza kula wala kuongea chochote na hata ikijaribu kuongea maneno yalikuwa hayasikiki lakini iliweza kulia, kucheka na kusikia kila neno.
Sura yake ya mbele ya uso imeelezwa kuwa ilikuwa ni nzuri na ya kuvutia (handsome). Watu waliomuona na kuzungumza naye, wanamsifu Mordrake kwa uzuri wa sura yake ya usoni na tabasamu lake, lakini balaa lipo kwenye sura yake ya kisogoni ambayo ni ya kutisha na inayofanana na sura ya “bibi kizee mchawi”.
Simulizi za wafanyakazi wa jumba la kifahari alimoishi Mordrake, zinatolewa kwa siri, ambapo zinaeleza hali ya maisha ya huzuni ya kijana huyo iliyosababishwa na miujiza na mabalaa yaliyoletwa na sura yake ya kisogoni.
Mara kadhaa aliwaomba madaktari wamfanyie upasuaji wa “kuing’oa” sura hiyo ya kishetani, lakini sababu za kitabibu zilizoonesha uwezekano wa yeyé kupoteza uhai endapo atafanyiwa upasuaji huo, hivyo walikataa kufanya hivyo.
Akiwa na umri wa miaka 23, Mordrake aliaamua kujiua kwa kunywa sumu baada ya kuchoshwa na mikasa hiyo ya sura mbaya aliyoiita kuwa ni ya kishetani, mikasa iliyokuwa ikimtokea mara kwa mara hasa usiku huku akiacha wosia kuwa sura hiyo mbaya ifyekwe kisogoni kwake kabla ya kuzikwa ili isiendelee kumtesa huko kaburini.
Kiulingana na hadhi ya ukoo wa Mordrake nchini Uigereza, historia ya maisha yake haikuweza kuwekwa wazi ili watu wengine wakajua maisha yake.

Kwa upande wa Manispaa ya Kinondoni, Diwani wa Ubungo kwa tiketi ya Chadema, Boniface Jacob amefanikiwa kuwa Meya wa manispaa hiyo baada ya kushinda kwa kura 38 dhidi ya mpinzani wake, Benjamin Sitta wa CCM aliyepata kura 2o. Naibu Meya ni Diwani wa Tandale kwa tiketi ya CUF, Jumanne Ameir Mbunju.
Uchaguzi wa Manispaa ya Ilala ambao leo pia uliingia katika mgogoro kati ya madiwani wa CCM na wale wa Ukawa, hali iliyosababisha CCM kususia uchaguzi huo na kuwaacha Ukawa kupiga kura peke yao na Mkurugenzi wa Manispaa hiyo kumtangaza mshindi kuwa Meya wa Ilala ni Charles Kuyeko (Chadema) amepata kura 31, wakati Naibu Meya ni Omary Kumbilyamoto (CUF) amepata kura 31.
Jumla ya madiwani waliotakiwa kupiga kura katika uchaguzi huo ni 54, hivyo madiwani 31 wa Ukawa waliobaki ndani walitimiza akidi ya uchaguzi huo kuendelea.

HERE is a SIMPLE EXPLANATION of EUROBOND SCANDAL by Economist David Ndii, HOW cash was STOLEN

Let us start with what we know. The government raised $2 billion (Sh176 billion) from the first issue of the Eurobond in the last week of June 2014.
It reopened the bond issue and raised another $815 million (Sh74 billion) in “tap sales”, bringing the total to $2.8 billion (Sh250 billion).
On July 3, 2014, the government paid off a loan of $604 billion (Sh53 billion) from the offshore account at which the $2 billion was credited.
On the same day, it transferred $394 million (Sh35 billion). The two transactions add up to exactly $1 billion, which left $998 million in that account.
Of the Sh35 billion transferred to the Exchequer, Sh25 billion is reflected as having been spent in the 2013/2014 financial year.
In effect, of the Sh251 billion raised, the government spent Sh53 billion and Sh25 billion that paid pending bills, a total of Sh78 billion.
This leaves Sh176 billion that was available to be spent on development projects in the 2014/2015 financial year.
The National Treasury has maintained that all this money was disbursed to state departments and spent on development during the financial year.
But the government has failed to corroborate this contention with credible evidence. Instead, it has lied and contradicted itself at every turn.
The bone of contention here is how much the government borrowed domestically.
Some accounts of government show that it borrowed Sh251 billion and others show Sh110 billion.
The difference between the two figures is Sh140 billion Eurobond proceeds reflected as having been carried over from the previous financial year, which is, in turn, the balance of Sh176 billion proceeds raised less the Sh35 billion transferred to the Exchequer, which the Treasury posts in the accounts of the previous financial year.
As noted already, the Treasury shows that it spent Sh25 billion on pending bills, so they should have carried over Sh150 billion.
DOMESTIC BORROWING
The Sh10 billion difference between what they transferred and what they claim to have spent disappears from the books and there has been no further mention of it from the Treasury.
In a statement to the media, the Treasury sought to demonstrate that this Sh140 billion is reflected in government bank deposits that, when offset against its gross domestic borrowing, results in a net domestic borrowing of Sh110 billion.
This account lacks financial corroboration.
What I mean by this is that if you give me an income and expenditure account and your bank statements for last month, I should be able to see some correspondence. There is none here.
The government’s bank statements could not have reflected Sh140 billion of Eurobond proceeds at the end of June 2014 as it claims in its statement, since, at the time, all the Sh176 billion equivalent was sitting in the offshore account.
In fact, the Central Bank’s account of government domestic financing operations shows that the government had only Sh9.9 billion deposits with the Central Bank, meaning that the Central Bank did not reflect the offshore account as government domestic deposits, even though it is reflected in the country’s foreign reserves.
In a previous column, I pointed out that the Sh110 billion domestic borrowing figure is contradicted by an increase of domestic interest costs from Sh119 billion to Sh139 billion.
It does not make sense for the interest expenses to increase when its borrowing has declined from Sh200 billion to Sh110 billion.
Earlier in the week, the Treasury, for whatever reason, tweeted a statement, confirming that, indeed, its domestic interest cost increased to Sh139 billion, which is, in effect, an admission that its domestic borrowing was higher — and it stands to reason that Sh251 billion is the correct figure.
The import of this admission is that the budget for the 2014/2015 financial year was fully financed without the Sh140 billion proceeds the Treasury reflects as carried over from the previous year, and there is, of course, the Sh10 billion missing, making Sh150 billion the government cannot account for.
RUTO’S EXPLANATION
The government has also tried to suggest that Sh120 billion was used to pay pending bills owed to road contractors.
This figure was first mentioned by Treasury Cabinet Secretary Henry Rotich in a media interview.
Deputy President William Ruto repeated it in an interview on Citizen TV.
The Deputy President went on to elaborate that the money was spent on budget support, including sanitary towels, the National Hospital Insurance Fund and I don’t know what else.
The mention of budget support has given comfort to some that the crime we are dealing with here is that of financing recurrent expenditure with foreign loans. The comfort is false.
The recurrent budget for the 2014/2015 financial year was more or less fully financed from domestic revenue.
Specifically, the government raised Sh1.106 trillion in revenue, of which county governments received Sh229 billion and the national government Sh877 billion.
The national government’s recurrent expenditure was Sh897 billion, only Sh20 billion more than the revenue.
In its first public statement on the matter, the Treasury promised to provide data on the projects the money funded and went ahead to give state departments three weeks to submit information on how they had spent the Eurobond proceeds.
Five weeks later, in an interview with the Business Daily, the CS threw in the towel, stating that “The ministries cannot differentiate whether the money they have received from the Exchequer came from VAT, income taxes, Customs duties, excise taxes, domestic borrowing or the Eurobond.” This is a true irrelevant lie.
Development projects are funded primarily from three sources — money raised and retained by state agencies, referred to as local appropriations-in-aid, external project loans or grants and “budget” funding.
EXTERNAL FINANCING
Budget funding may come from revenue, domestic borrowing or external programme loans and grants, that is, money the government has borrowed or been given that is not earmarked for a specific project. This latter category is the money referred to as “budget support”.
To illustrate the point, a new courthouse can be funded partly by aid money given or borrowed specifically for courthouses, partly by the Judiciary itself from fines, and partly by disbursements from the Budget.
If Sh10 million has been spent (and paid) on the courthouse in a particular year, the donor released Sh5 million, and the Treasury disbursed Sh3 million, it follows that the balance of Sh2 million is A-in-A.
It is true that the Judiciary will not know how the Sh3 million disbursed by the Treasury was raised, but this is not the issue.
A breakdown of project funding at this level is sufficient to demonstrate where the Eurobond money went.
In an interview with the People Daily newspaper published on December 8, Treasury Principal Secretary Kamau Thugge stated that the government released Sh270.3 billion for development expenditure in the year, of which sovereign bond accounted for Sh171 billion, Sh36 billion was financed by aid donors and the balance of Sh63 billion was financed with the government’s own resources.
The same PS has signed off statutory reports submitted to Parliament, showing that aid donors disbursed Sh98 billion in loans and Sh27 billion in grants (excluding the Standard Gauge Railway).
The accommodation of the Eurobond has now shifted from domestic borrowing to external financing.
True or false, the breakdown given by the PS has to come from somewhere. The Treasury does have detailed project information.
This data shows that the government’s budget for 47 priority national development projects in 2014/2015 was in the order of the figure cited by the PS, Sh270.9 billion to be precise.
INFLATED EXPENSES
But of this, Sh157 billion was for the SGR, meaning that the budget for all other national projects was Sh114 billion.
Of this, projects fully financed by the government total Sh14 billion, the other Sh100 billion is in donor-financed projects, in which the government contributes a small fraction, typically less than 20 per cent.
This means the total government outlay for these projects would have been no more than Sh35 billion.
The data I have seen included entries for the expenditure on these projects up to December 2014.
These entries are very interesting. Leaving out the SGR, the entries show that the government had spent a total of Sh224.6 billion on projects whose budget was Sh114 billion, an overspend of Sh110 billion.
Quite apart from the fact that it would be criminal to overspend to this extent without parliamentary approval, it is implausible that the government could spend close to double the budget on these projects halfway through the financial year. What is going on here?
It is quite simple — someone is blatantly cooking up figures.
Some project expenditures have been wildly inflated.
The standout figures are in the energy sector where nine projects with a budget of Sh50 billion are shown to have spent Sh1.116 trillion, an “overspend” of Sh67 billion.
The rural electrification of primary schools, for instance, which had a budget of Sh9.9 billion, is shown as having spent Sh34 billion, more than three times its budget.
The single largest item, however, is a Sh62.8 billion shown as having been spent on “military modernisation”, which did not have any budget allocated for the year.
THE BIG QUESTION
What is the cookery in aid of? We can guess with a fair amount of confidence that it has to do with accounting for the Eurobond.
But these are not the only inflated expenditures. In the energy portfolio, the projects that are not inflated over budget are shown as having exhausted the budget.
There could be others where the padding is kept within budget, making for an uncanny resemblance with the Sh140 billion the Treasury has been trying to cook into the Budget one way or another.
We are left to contemplate the following question: How high up does this fraud go?
Is it possible for the mandarins to do this all on their own?
The inflated figures are in six state departments, two of them, Agriculture and Energy.
The URP departments account for Sh68 billion, and the TNA ones for Sh70 billion. Not 50-50 but close. Coincidence?
The answer is blowing in the wind.

Hata hivyo,Waziri Nnauye amevitaka vyombo vya habari pamoja na wahariri kuzingatia sheria na kanuni za taratibu za nchi kwa kuandika habari zenye kufuata weledi.

ODM/CORD leader Raila Odinga just as any other Kenya citizen has his constitutional rights which are sacred and inalienable.
Criticizing government policy and offering alternative or opposing solutions are all part of his job description as Official leader of the Opposition.
Individual rights however are not absolute. The moment individual rights start conflicting with the rights of others or impugning the reputation of others then they cease.
The right to freedom of speech does not therefore allow one to yell “Fire” in a movie theater and neither does the right to freedom of religion allow one to wed a thirteen year old girl or vice versa.
It certainly does not allow leaders to impute improper motive(s) on others without profferring cogent evidence.
The Official Opposition in Kenya has in the recent past made a multitude of assertions and allegations against the ruling Jubilee Coalition ranging from corruption, an underperforming economy and unnecessary foreign travel all or most of which have been denied.
It is however trite law that “He who alleges or asserts anything must prove his allegation(s). The burden of proof lies with he who asserts and NOT he who denies.
A responsible leader worth his salt should have no problem in substantiating his/her claims.
The Ethics and Anti-Corruption Commission therefore acted well within their mandate to demand a comprehensive statement from the Leader of the Opposition.
No-one and least of all Jubilee, was interested in the arrest and detention of Raila Odinga. Those are the very actions that brought him political fame courtesy of past Governments. Why upgrade his profile?
Opposition political leaders in Kenya are characteristically known to regularly launch “fishing expeditions” or stir waters in the hope of angering and baiting unsuspecting fish” (in making sensational and incredible statements against their opponents.)
Whilst this maybe our unique and novel way of playing politics it is important to acknowledge when a particular political modus operandi fails and subsequently abandon the political power games.
These games should not be allowed to get out of hand thereby becoming a threat to peace and national unity eventually leading to anarchy.

SHOCK: DETAILS of HOW Alshabaab attacked KDF emerge, Somali Army and Locals may have been INVOLVED
The soldiers killed and injured by Al Shabaab at El Adde in Somalia’s Gedo region belonged to 9th Kenya Rifles formation in Eldoret and arrived in Somalia by road two days before the attack by militants, military sources indicate.
KDF soldiers in Somalia under AMISOM are deployed for periods and are often rotated within Somalia itself or are withdrawn and replaced with other soldiers after a certain period.
The 9th Kenya Rifles is an infantry formation and the soldiers, some who were on their second tour of duty in Somalia, left Eldoret two weeks ago for Mandera before entering Somalia by road last week. The sources also told The Standard that identification of the deceased and notification of families may take long because most of the bodies were dismembered extensively in the massive explosions.
Although KDF and Somalia National Army (SNA) work in collaboration and the Somali forces are considered friendly forces, there is little or no interaction between soldiers and even SNA commanders are not allowed into KDF camps. Foot patrols SNA forces are often lightly armed and lack enough armour.
KDF’s bases in Gedo are not similar to what readers are accustomed to in the permanent barracks—they are mainly tented or camouflage embankments in a flat and extensively cleared area, secured by watchtowers and armed sentries atop armoured personnel carriers (APC). Besides moving in the APC, soldiers mount foot patrols in townships and are also supported by air cavalry helicopters and fixed-wing jet fighters in some missions.
The camps contain the command centre and include all sorts of teams including medical corps, fighting units, tank platoons, artillery and mortar batteries and teams, besides reconnaissance and other fighting units such as special forces.
We have also established that although special forces have arrived by air in and around the wrecked base, other Kenyan forces in Busar, Taraqa, Fafaxaduun, El Win and Bardheere have not moved into El Adde for lack of reliable intelligence and fear that the militants, who are said to have included Kenyan foreign fighters, might have mined this area or rigged it with explosives.
If confirmed, the toll reported to be over 60, it would mean that more than half of the soldiers stationed at the camp were wiped out in the huge explosion detonated by a suicide bomber early on Friday. The camp had one company or the equivalent of 100 to 150 soldiers commanded by an officer.
Reports show that a suicide bomber drove the Vehicle Borne Improvised Explosive Device (VBIED) into the centre of the Kenyan camp and detonated a huge bomb with a fragmentation radius of 200 metres. Militants then surged in with rockets and machine guns. Many of them also perished in the 5am explosion.
Some accounts now indicate that more than one VBIED was detonated. And sources within the military told The Standard that special forces were deployed in areas around El Adde on Friday during the day and Saturday for search and rescue operations.
The Standard also established that Kenya’s military command authorised search and rescue operations on Friday to locate any soldiers missing in action, investigate the battlefield and attack the militants who, reportedly, broke into small groups after inflicting the damage.
The investigation also seeks to establish reports that some local residents and elements within the SNA aided the assault on the KDF camp. The audit, according to sources, also seeks to assess intelligence if any, laxity and reconnaissance failures, review relations with SNA and establish whether anything could have been done to destroy the VBIED before it went deep into the KDF camp.
A military official told The Standard that a section of the local population appears to have aided the planning of the attack, beginning with the secretive insertion of the VBIED days or weeks before Friday’s carnage. The official ,who cannot be named, told
The Standard that “we received reports that the entire population of El Adde fled the town about three hours before the attack, which means they were aware something was about to happen.” But the official reports that this behaviour is a bit unusual because the civilian population in these areas tend to flee conflict zones days in advance fearing to be caught up in skirmishes “but in this case they stayed behind until the last moments, which means either they co-operated in the preparations in order not to alert the KDF reconnaissance teams if they fled en masse or were coerced to stay.”

Most of the ethnic Marehan in Gedo resent KDF and consider them to be supportive of their ethnic rivals the Ogaden who now control Kismayu port. Marehan warlords lost control of Kismayu many years ago and Gedo region was the birthplace of Islamic movements after the collapse of the Siyaad Barre regime in 1991. Historically, it also has a strong martial history, being the late Barre’s birthplace and backbone of his military.
Relations between KDF and the local Marehan population have been frosty since KDF’s invasion in 2011 and El Adde’s capture in December that year. Ethnic Marehan provide the bulk of Al Shabaab militants in Gedo region but relations between them and KDF and elements within SNA have been frosty since the detention of SNA’s top military official in that region Brigadier Abbas Gure in Kismayu several years ago.
Two years ago Gure was detained in Kismayu, apparently by KDF and Ras Kamboni Brigade fighters. Relations between Abbas, who now is stationed in Bardheere which is held by Ethiopian and Kenyan forces, and Mohamed Hersi Islam Madhobe, the interim president of Jubbaland are frosty.
Meanwhile we also established that the VBIEDs used in the attack were made from an Armoured Personnel Carrier captured from Burundian peacekeepers last year and taken to the outskirts of El Adde from Wargadud, 40km north of El Adde. It is believed that it was either towed or pulled painstakingly for days, most possibly at night to evade detection by KDF’s reconnaissance.

Amesema watuhumiwa hao walikamatwa na kilogramu 9 za madawa ya kulevya za aina ya heroine kutoka nchini Pakistan.
   Amewataja watuhumiwa hao sugu  wanaoshikiliwa kwa tuhuma za kuuza dawa  kulevya kamanda Sirro alisema ni pamoja,Mohamed Omari mkazi wa Tegeta nyuki (37) anayetuhumiwa kwa kusafirisha madawa ya kulevya na usafirishaji haramu wa binadamu.

Akimtaja mtuhumiwa mwingine alisema ni Nassoro Suleiman ambaye ni meneja wa kampuni ya TUNGWE BUREAU De Change katika Jengo la IPS jijini hapa ambaye anatuhumuwa kwa kosa kwa kushirikiana na genge ka wauzaji wa madawa ya kulevya na kusafirisha kiasi kikubwa cha fedha kwa njia ambazo zisizo rasmi.

Akizungumzia kuhusu mtuhimiwa ambaye anayeendelea kuhojiwa na jeshi la polisi, amtaja ni Daudi Adam miaka 46 mfanyabiashara mkazi wa salasala na kibaha.

Akizungumzia kuhusu takwimu za mwaka2014 zinaonyesha kilogramu 304.91 za hereoni na kilogramu 68 za cocaine zilikamatwa na watuhumiwa 14501 ambapo miongoni mwao watanzania walikuwa 14467 ikilinganishwa na mwaka 2010 ambapo zilikamatwa kilogramu 123 za heroine.

Katika hatua nyingine kamanda Sirro alisema jeshi la polisi limefanikiwa kukamata magari 4 yaliyokuwa yameibwa maeneo tofauti ya jiji hili na mikoani.

Alimtaja John Samwel mkazi wa Mwanjelwa mkoani Mbeya alikamatwa kwa wizi wa gari aina ya Toyota IST, rangi nyeusi T 271 DCT iliyoibiwa nyumbani kwa Dr. Reginard huko Kimara.

Lingine ni fuso T 916 DCL aina ya Mitsbishi ambalo liliibwa maeneo ya kimara na kukutwa tegeta, gari lingine ni toyota Prado T593 CEL, lililoibiwa Regency Estate na gari aina prado DDB T999 iliyoibiwa maegesho ya Regency Estate iliyokamatwa huko Gezaulole.
